Find an equation perpendicular to x = -8 and passing through (4, 9).

If line is perpendicular, then slope will be opposite and reciprocal.
i.e. = 1/8

Now, y - 9 = 1/8 (x - 4)
y - 9 = 1/8x - 1/2
y = 1/8x + 17/2
