In my opinion the person that made the quote is trying to say their feelings and emotions are so strong that they can't put it into words but they can convey them in their art work

The quote "if I could say it in words I wouldn't have to paint" means that (for that particular artist, it's hard to express themselves through words. When they paint, it's easier to express. Hope this helped!
